Pathology of Government Policies in the Fourth and Fifth Economic Development Plans (With Emphasis on Cultural-Artistic Policies)

Abstract
Pathological analysis of government policies in development plans can play a significant role in identifying and improving approaches. Excessive government presence in the economy leads to the withdrawal of the private sector, resulting in inefficient resource allocation and reduced economic productivity. This descriptive-analytical study seeks to answer the following question: What are the pathological implications of government interventions in economic policymaking during the fourth and fifth economic and cultural development plans?
The absence of a long-term policymaking framework, political elites' lack of conviction in structured and goal-oriented policymaking systems, Iran's oil-dependent economy, and the lack of a proper model for managing oil revenues have created an environment conducive to government intervention in Iran's economy. Generally, governments intervene when markets alone cannot achieve economic efficiency, and prices fail to reflect social costs and benefits. However, market failure alone does not justify government intervention in economic and cultural affairs; it is a necessary but insufficient condition. It is not necessary because if markets functioned satisfactorily, government intervention would be redundant. It is also not sufficient because government intervention may itself introduce inefficiencies.
Research Objectives:
1.     Examining the impact of government interventions in economic policymaking under the fourth and fifth development plans.
2.     Analyzing the government's cultural-artistic policies in the fourth and fifth development plans.
Research Questions:
1.     What are the pathological implications of government interventions in economic policymaking under the fourth and fifth development plans?
2.     What is the status of the government's cultural-artistic policies in the fourth and fifth development plans?
