Although the right to livelihood and welfare is in the socio-economic sphere; But it also affects other areas. In other words, the government has a civil responsibility in this area, and therefore it must fulfill this responsibility properly and completely. The existence of relevant laws in this field, including the Constitution, the Islamic Penal Code, the Civil Liability Law, the Labor Law, the Compulsory Civil Liability Insurance Law, as well as the Maritime Law, demonstrates this responsibility of the government, which has made it obligatory to ensure the welfare of citizens.
